Contract for Continuity

Hong Kong’s freedoms and capitalist way of life remain intact.

Hong Kong became a Special Administrative Region (SAR) of the People’s Republic of China on July 1, 1997. Hong Kong’s Basic Law – a constitutional document – guarantees a high degree of autonomy under the concepts of ‘One Country, Two Systems’ and ‘Hong Kong people running Hong Kong’. Under the provisions of the Basic Law:

Hong Kong’s capitalist system and way of life shall remain unchanged for 50 years
Hong Kong enjoys a high degree of autonomy except in defence and foreign affairs
Hong Kong enjoys executive, legislative and independent judicial power, including that of final adjudication
The common law system is maintained
Chinese and English are official languages
The Hong Kong Dollar is the official currency and freely convertible
Hong Kong remains a free port, a separate customs territory and an international financial centre
Hong Kong pursues the policy of free trade and safeguards the free movement of goods, services and capital
Hong Kong may on its own maintain and develop relations and conclude and implement agreements with foreign states and regions and relevant international organisations in appropriate fields covering such area as the economy, trade, finance, shipping, communications, tourism, culture and sport
